Top 3 hardest working cities are:
1) Anchorage, Alaska
2) Cheyenne, Wyoming
3) Virginia Beach, Virginia
As for South Carolina...99th out 116 cities. Detroit, MI is the worst, or least-working, city and SC is just a tad bit higher!!
